University degree in Engineering, supply chain management, logistics or business administration; Master Degree is a plus
At least 5 years prior supervisory experience of procurement or site engineer; transportation and mechanical spare parts experiences with Construction Company is preferred.
Solid experience in sourcing and purchasing of materials for construction, mechanical, electrical, plumbing & Fire Fighting, will be a distinct advantage
Knowledge of sourcing and procurement techniques
Talent in negotiations and networking
Excellent planning, organizing, and analytical skills with detailed mind
Good command of both spoken and written English, knowledge of other Asian languages is a plus
Proficiency in Microsoft office application
Aptitude in decision-making and working with numbers
Being able to work in team and good time management

Roles and Responsibilities
Formulate policies and set operating procedures procurement to ensure the right method of purchasing equipment/materials/accessories/tools
Devise and employ fruitful sourcing strategies
Lead and develop the purchasing team to manage the whole order fulfillment cycle from sourcing to delivery to provide for timely solution for the business/construction sites
Examine and re-evaluate existing contracts by Monitor supplier’s performance measurement and execution of corrective action plans
Be Responsible for the scheduling, and purchasing plan for equipment/materials/accessories/tools with technical department and project management, as well as the compiling of the monthly purchase and price analysis
Negotiate with external vendors to secure the most advantageous terms
Build a culture of long-term saving on procurement costs
Perform risk management regarding supply contracts and agreements
Regularly prepare various reports and analysis including inventory budget report and provide recommendations for management review
Be Responsible for all purchasing activities, such as price/trade terms negotiations
Determine quantity and timing of deliveries
Partner with stakeholders to ensure clear requirements documentation
Perform other duties as assigned.
